A new report commissioned by the organic agriculture lobby group IFOAM EU says that eco-schemes, which the under the proposed CAP being negotiated by EU legislators would be developed by member states and linked to environmental outcomes, should be used to drive transition to more sustainable farming systems.
The report, produced by the Institute for European Environmental Policy (IEEP) and Research Institute of Organic Agriculture (FiBL), recommends the commission define an initial minimum proportion of ‘pillar 1’ direct payments to go to eco-schemes, increasing to 100% over the 2021-2027 period of the new policy .
